公共交通出行服务链研究

       提高公共交通的服务质量和服务水平通常被认为是提高公共交通竞争力和优先发展公共交通的主要手段,然而公共交通规划和管理者常常忽略了公共交通作为一种社会公共服务,它具有广泛的城市性、社会性以及与其他服务的关联性。本文以服务关联性为基础,以出行者的活动特点为依据,提出公共交通出行服务链,从一体化服务的角度优化公共交通服务系统。本文首先提出公共交通出行服务链的内涵,然后从规划和经营管理两个层面进行构建。
       公共交通出行服务链的内涵:本文从服务本质和目标方面阐述了公共交通出行服务链的内涵,指出其目的是优化出行过程、提高活动质量、保证公共交通与相关产业效益、实现服务资源的整合,其实质是为人们的出行和活动提供一体化服务的规划和管理理念,其结果是形成完整的公交出行服务网络,最终面向出行者的形式是服务紧密衔接的服务链。
       规划层面公共交通出行服务链的构建:规划层面是以出行目的聚集性为出发点构建多活动聚集区,并以人性化的公共交通服务作为引导。本文首先对出行目的聚集性进行研究,分析其产生的原因,并以攀枝花市调查数据为例进行解析。而后详细分析了多活动聚集区构建的原则、结构、范围和特性,阐述了人性化公交服务的重要性、引导作用和服务创新,以实地调查研究的方法解析了聚集区与公交服务的服务衔接。
       经营管理层面公共交通出行服务链的构建:强调公交企业与关联企业之间的配合,目标是为出行者提供完整和主动的服务网络。本文提出这一层面公交出行服务链的构成要素包括出行者、公交企业以及生产、生活性服务主体,描述了这些要素之间的组织结构关系,提出了服务链管理和节点经营的内容和模式,最后对公共交通出行服务链的适应性和服务能力进行了分析。

   To improve the service quality of public transport is usually considered to be a key way to enhance its competitiveness and priority development. However, the public transport plann ers and managers often overlook the fact that public transport is a  social and public service, it has great connections with a wide range factors including the city and social development and other service suppliers. On the basis of service association and travelers’ activity characteristics, this thesis brings up the concept of public transportation service chain. The aim of this concept is  to optimize public transport services from the perspective of integrated services. The thesis first proposes the connotation of public transportation service chain, and then analyzes it from the aspects of planning and management. 
   The overall connotation of the public transportation service chain: This thesis describes the meaning of public transportation service chain through its nature and objectives, pointing out that its essence is a system concept of planning and management which aims to optimize the travel process, to improve the activities quality, to ensure the effectiveness of public transport and related industries, and to promote the integration of service resources. Its outcome is an integrated service network and its ultimate form facing to the users is a compact service chain. This goal needs to be realized through two levels including the planning level and the operation level.
   The planning level of p ublic transportation service chain: This level starts from the building of multi-activities aggregating areas(M3A)and depends the user-friendly public transport services as a guide. The thesis first studies on the aggregation of activities, analyzing its reasons, and researching on the survey data collected in Panzhihua City. Then it analyzes the principles, structure, scope, and features of M3A. It also studies on the importance, guidance and service innovation  of public transport services. Finally it analyzes the connection between M3A and public transport services based on field surveys. 
    Operation and management levels of public transportation service chain: It emphasizes on the integration of public transport enterprises and associated enterprises. Its goal is to provide travelers a complete and active service network. This thesis presents the elements of this level including travelers, Bus and Metro Companies, as well as producing and living units or enterprises. It describes  structural relationship between these elements, addressing the content and mode of service chain management and node operation, and analyzes the adaptability and capabilities of public transportation service chain.
