高速公路养护维修作业区危险源分析

       高速公路养护维修作业区安全问题现在已经成为交通管理部门一个亟待解决的问题。作业区事故不仅给社会车辆驾驶员造成了人生财产损失。而且,作业人员的安全得不到保障,作业人员被车辆撞击的事故时有发生。作业区安全面临严峻的挑战。

       目前,国内外对作业区事故的研究基本集中于作业区布置完成后的作业阶段,经调研发现,作业区刚开始布置时是比较危险的阶段,交通流比较紊乱,容易出现交通冲突,交通冲突达到一定程度时则引发事故。关于对作业区危险源的研究,国外研究基于事故数据对造成作业区事故的危险源进行了比较多的分析,但是研究结果不一致,数据不符合国内的情况,如作业区布置方式略有不同等;国内则是基于专家打分的方法对作业区危险源进行分析,缺乏数据支持。

       针对已有研究中的不足,本研究对作业区开始布置阶段的交通流特性进行分析;从跟驰冲突和换道冲突两个角度对作业区冲突进行分析;基于对文献危险源梳理、调研、事故数据分析,建立完善的危险源体系,对关键危险源识别。

为了完成本研究的研究目的,本研究主要研究内容如下:

       (1)作业区交通流特性分析

       选取典型和代表性的高速公路作业区进行交通流特性调查。使用无人机进行航拍,进行完整连续的交通流记录,记录整个作业区布置与撤除的过程。对作业区开始布置过程的交通流特性进行分析。

       (2)作业区冲突分析

       基于对作业区交通流特性的分析,从跟驰冲突和换道冲突两个角度,分析作业区的交通流冲突情况。作业区事故很难观测到,通过研究作业区交通流冲突程度,可以一定程度上反应作业区的安全状况。

       (3)危险源识别分析

       综述已有文献,对作业区危险源的梳理,结合作业区事故数据及调研,进一步挖掘作业区危险源,基于人、车、道路环境、作业区、安全技术与管理系统观点,建立完善的作业区危险源体系。对危险源进行验证分析,并使用层次分析法识别关键危险源。作业区冲突情况一定程度上反应了作业区安全,分析关键危险因素与作业区冲突之间的关系。

       (4)安全管理对策

       基于识别出的关键危险源,有针对性的提出安全管理对策,减小这些危险源的影响程度,提高作业区安全管理水平。最后,为了解决国内作业区事故缺乏的问题,建立作业区管理系统数据库,道路养护管理部门可以通过作业区管理系统数据库记录每次养护作业,如果有事故发生,可以在此次作业后面添加事故信息,将事故信息与作业信息关联起来。

    Highway Work zone safety has become a serious problem for traffic management department. Work zone accident makes damage to the vehicle driver’slife and property. Moreover, workers’ security can not be guaranteed, often hit by a vehicle. the work zone is facing serious safetychallenges.

    Currently, the study of the work zone accident abroad is concentrated on the phase after completion, the research found that the beginning of the work zone arrangement is more dangerous phase, traffic flow relatively disorders, prone to traffic conflict, causing the accident when it reaches to a certain level. There are a lot of researches about work zone hazards abroad, but the results are inconsistent, the data do not meet the domestic situation, such as the arrangement of the work zoneis a slightly different; domestic researches are almost based on AHP, lack of data support.

    For the existing lack of research, this study focus on the traffic flow characteristics in the phase of the beginning of the work zone arrangement; Analyze the work zone conflictsfrom rear end and lane change;Establish a sound system of hazardbased on literaturehazard combing,investigation, accident data analysis, hazard identification key.

    In order to accomplish the purpose of this study, this study is summarized as follows:

    1. Analysis of work zone traffic flow characteristics

    Select typical and representative highway work zone for traffic flow characteristics investigation. Record the entire work zone area layout and the removal process with UAV aerial,completing continuous traffic flow records.Analyzethe traffic flow characteristics of the work zone area layout process.

    2. Analysis of work zone conflicts

    Based on the work zone traffic flow analysis,makea analysis of traffic flow conflict of rear end and lane change . It’s difficult to observe work zone accidents,However, the work zone safety may be reacted by The degree of conflict to a certain extent.

    3. Analysis of hazards identification

    Review the existing literature on the hazards of work zone, Combiningwith work area accident data analysis and research, and make a further excavation of work zone hazards.based on people, vehicles and the road environment, work zone, safety technology and management systems perspective, establish and improve the work zone hazards system. Make a analysis of validating hazards and identification of criticalhazardswith AHP. the work zone safety may be reacted by The degree of conflict to a certain extent, analyzing the relationship between critical hazardsbetweenthe work zone conflicts.

    4. Safety management measures

    Based on identified critical hazards, propose targeted safety measures to reduce the extent of these hazards and improve safety management level of work zone. Finally, in order to solve the lack of domestic work zone accident datas, establish a work zone database management system. Road management department can record every maintenance operation with the work area management system database. if there is an accident, incident information can be added to the job information , associating the accident information with job information.
